China Advances Electricity Cost and Quota Management with AI and Blockchain for a Digital Power System Under the 15th Five-Year Plan

COINOTAG News reported on December 28, 2025, that Beijing hosted the National Electricity Engineering Cost and Quota Management Work Conference on December 26. An Hongguang, member of the China Electricity Council’s Party Committee and full-time Vice Chairman, commended progress in electricity cost and quota management during the 14th Five-Year Plan era and outlined a 15th Five-Year Plan roadmap.

Looking ahead, the conference emphasized three priorities: first, align the quota system across traditional and emerging formats and establish compatible cost standards for a modernized power system; second, pilot AI and blockchain in cost controls and enable cross-domain data sharing; third, foster consensus to sustain stable development.

The updates signal a deliberate push toward digital transformation of cost management and a cross-entity data-sharing framework, aiming for more transparent budgeting and stabilized growth across the national power system, as authorities press for credible, long-term policy alignment.
