Ethereum Foundation: BPO-1 Activated, Blob Capacity per Block Increased to 15

According to ChainCatcher, as disclosed by the Ethereum Foundation, BPO-1 has been activated, increasing the blob capacity per block to 15 and expanding L2 space without a hard fork.
The Ethereum Foundation stated that BPO-2 will go live in January, at which time capacity will be further increased.
